Vice President

H.E. Ros Seilava is currently a Secretary of State of the Ministry of Economy and Finance, Secretary General of the General Secretariat of the Public Financial Management Reform Program Steering Committee, and a Member of the Supreme National Economic Council. He also serves as Chairman of the Agricultural and Rural Development Bank. He joined the Ministry of Economy and Finance in 1994. From 2006-2008, he was an Advisor to the Executive Director of the World Bank in Washington D.C. He received his BA in Social Science from Penza’s Institute of the Pedagogy, the former USSR, in 1987-1992. In 2002, he obtained his Master of International Affairs (MIA) in Economic Policy Management from Columbia University, New York, USA.

Regional Comprehensive Economic Partnership Agreement (RCEP)
  1. Phnom Penh, December 17, 2024 The Cambodian Young Entrepreneurs Association supported the organization of a workshop on the “Regional Comprehensive Economic Partnership Agreement (RCEP)” organized by the Ministry of Commerce of Cambodia in cooperation with the Regional Trade for Development (RT4D) Project to increase the understanding of the private sector in Cambodia and the benefits of the RCEP Agreement in Cambodia.The workshop provided an overview of trade regulations, customs procedures, and rules of origin to encourage Cambodian businesses to participate in and benefit from international trade.The workshop was initiated with the following objectives:
    • Strengthening understanding of the benefits of RCEP for SMEs: To raise awareness among the private sector, including women-led SMEs, especially on trade in goods. This workshop is important as RCEP aims to create a freer and more conducive regional trade and investment environment.
    • Strengthening knowledge of export and import requirements under RCEP: To provide information on the technical requirements for export and import under the RCEP Agreement for trade in goods, so that SMEs can benefit from the benefits offered by RCEP.
    • Provide opportunities for SMEs to exchange experiences on exporting and importing to and from RCEP markets, focusing on specific products and markets, opportunities, challenges, and strategies to address those issues.
